I don't see how Microsoft can go much above $249 and hope to stand a chance... but with the iPad Mini above $300 and Microsoft feeling entitled to premium market share (as evidenced by the Surface 2 and Surface Pro 2 pricing), they might go with $299 or above. But there were some rumors that Microsoft would price the mini-tablet aggressively. They need a real entry point into the ecosystem, and I think $199 would be a smart price, same cost as Google's Nexus 7. $199 would differentiate the tablet from the cheaper Android stuff but is still more budget friendly than the most expensive models. I'd probably buy one at that price. Then again, Intel is saying a bunch of sub-$100 tablets are going to hit the market soon. If any of them are better than garbage (a big "if"), the pricing paradigm could shift around, industry-wide.

A Surface Mini certainly makes sense--count me among those who like that form factor. I'd love to know how MS would price it.
