I suspect your theory may be correct, Shane -- particularly because Google integrated ALL of its platforms into Google+ (without knowledge or consent of its users) and then has boasted those user numbers as part of Google+'s user base.

My Android phone backs up every photo I take to Google+ (photos are only visible to me, thankfully). I wonder if those back ups are counted as "uploads"? That 1.5 billion a week number seems suspiciously high to me.
