Perhaps the more appropriate comparison to Splunk would be IBM SmartCloud Analytics Log Analysis rather than SmartCloud Analytics Pridictive Insight. Log anaylsis, which has been available longer, is more of a diagnostic tool for use when you know there's been a system failure or performance problem. In these cases have some idea what you're trying to find and which sources to go after, so an open-ended search and discovery tool is a good fit.

re: IBM Answers Big Data Competition
IBM has been a world-class leader in database and data management for so long it's hard to conceive of it being sent back to the minors by a proliferation of data startups. The named technologies, especially NEO and BLU, will keep it in play. But cloud produced an explosion of new possibilities in data handling and IBM is struggling to keep up.
