Organizational change isn't easy
In answer to your question about why some hospitals aren't making progress, @David Carr, I'd say the answer is organizational roadblocks, not technology. It's interesting, I think, that Lakeland (a Stage 7 institution) made a point of moving quickly in its EMR adoption, believing that this would contribute to the success of the deployment overall.
