Yes, a lot of tomorrow's innovation rests upon the openness and security of today's information highway, openness and security being mutually exclusive in many ways, so the sweet spot must be found.

Who watches the watchmen? Who regulates the regulators? Our system of checks and balances looks rather unchecked and lopsided here.
