"Public flogging" is really peer pressure. In "all staff" team status meetings, represented by the team leads, I present slipping task reports by team.  In that way it is evident to all who is on target and who is not.  Bear in mind, these meetings include senior management.  As a result, within each team that is slipping, their team members will apply the pressure on their peers to get on track.  It works!

I identify early on those tasks and individuals that are slipping and approach them, prior to a broader meeting, individually or through their team leads. In that way, they receive an early alert that things may not be proceeding well.  Oftimes that helps them get on track.  If not, then the periodic status meetings highlight the underperformers.

Of course, I do not subject anyone to ridicule; I just let the status reports speak for themselves.

Bennett, how would you handle the "public flogging" of underperformers? Which actions are appropriate and ultimately effective, and which aren't?

You betcha! Thank you for your comment.

But, a lot of firms pay lip service to conversion and systems rollout management and do not follow through with a methodology.  So, it is up to us PMs to ask the embarrasing questions and "whip" people into shape.

Healthcare dot gov clearly did not bother with any of the above referenced otherwise it would not be the steaming pile of fail that it is. In fact, it should serve as a How NOT to roll out a major project and who not to hire to do it.
