The OP Poster does not have to bring an old prepaid flip phone for emergency calls.  Instead of using Hangout's dialer or Skype's Dialer just open up Android Native Caller and dial 911 directly there, the call will get routed to the nearest PSAP where the 911 call will get completed.  The only caveat is that you will NEED to provide the exact location/address as that information wont get transmitted automatically due to the fact you are not a paying member for what ever network (ATT, Verizon, Sprint, ect) is responsible for routing that call.

By law your cell phone has to be able to call 911 even without service plan.

I use Freedom Pop for free phone calls as well. Got the freedom pop portable hotspot (no activation fee or other fees of any kind) for $40. Use my Samsung Galaxy nexus phone with the following apps:

1. Google Voice: Free text message app and free phone number.

2. GrooVe IP: Voip calling app with a one-time cost of $5 (uses your Google Voice phone number).

Monthly phone bill: $0.

Downside: cell phone coverage not as good as Verizon and voice quality not as good in some areas. Works just fine 95% of the time for me in Sacramento.
