Yes it can help to raise the standard of health care, but only if patients can afford an increase in the cost of health care, which I doubt that they can at this point.

It feel it would be better to first create a few saving points at the administration level (like the UK is doing with G-Cloud, by implementing a few Cloud standard), then rather than forwarding the savings it could to redirected to measures such as ICD-10 to increase quality.

Cost of health care
A medical practitioner needs to have data (historic and live) about a patient in order to formulate a prescription. A prescription can be changed by a doctor once they know that the patient in question has a long history of consuming drugs and antibiotics. It's an equation that maps costs with quality and I guess, the final implementation will depend upon whether the clinical sector can afford it (by passing the bill down to patients).
