What about :LPTA
Elaine, I believe few would argue with your premise, to create contracts that pay based on performance. But what is your take on the agenies that are all but forced to offer LPTA - Lowest, price, technically-acceptable contracts, where companies low-ball the contract price then can't deliver?  Agencies are largely stuck having to award these contracts to the lowest bidders even when they know the probably can't deliver.

That the concept of "limiting taxpayer dollars to initiatives that generate results" is "a new leadership mindset" is, in a nutshell, the problem. Government MUST be run more like a business and less like an all-you-can-eat money buffet.
