What I find quite interesting is, that there still seems to be a gap between IT (row) and Business Process (row) - namely the link between IT systems capabilities (what is currently delivered by IT systems, what is the target and what is missing) and organizational capabilities.

It seems to my that this gap between the IT row and the business process row can only be bridged by installing the necessary roles and responsibilities with IT AND Business competencies (e.g. an Enterprise Architect). Otherwise there still might be local optimization to achieve the idiosyncratic (IT or Business Process) goals.
