I think this is a good start. The service provider should provide real value-added service instead of just carrier. The data traffic is part of basic service nowadays and should not be charged on premium rate. In the long run it's good for service provider as well - they need to develop more value-added services instead of just trying to charge subscriber higher for the data transmission channel.

A Great Step Forwards
I only wish we had similar protections here in the US. What a joy it would be to be able to buy all my paid entertainment on an a la carte basis, and not be dependant on cable TV.
