Creating 3 billion app links doesn't look like parties aren't interested. Facebook apps collect valuable data for analysis that Facebook can use to derive mathematical models which define the behaviour of an indivual in an area.

adoption is the key
It sounds to me that although this sounds like a good idea and provides great benefits to Facebook as a way to analyze usage data. It may run into the same problem as standards do.  They are very good and beneficial, but if there is no adoption among interested parties then it defeats its own purpose.
