The Immigration and Naturalization Service still won't divulge the leading employers of H-1B workers, but visa-related documents from the Department of Labor indicate that IT vendors and consultants are heavy users: IBM, Microsoft, and Oracle are among the top four. Among other companies that filed preliminary H-1B requests from Oct. 1, 2000, to Sept. 30, 2001, were Ernst & Young and PricewaterhouseCoopers.
