Overview: It is clear to everyone in the public sector that obtaining funding increases for anything except the most critical of mission objectives, will be near impossible for the foreseeable future. Yet, agencies must continue to deliver excellent service to citizens despite stagnant or reduced budgets. The federal government leadership is being challenged to cut spending and reinvest in areas with greater opportunity.

Two of the Federal CIO's strategies being implemented to deal with this challenge are 1) Move little things to big things and 2) Move big things to little things. The first, Little to Big has to do with consolidation initiatives, such as moving many email systems to one system. These types of initiatives can create the need for programs and projects that need to be managed from a more stringent perspective. The second, Big to Little is about breaking a large initiative into smaller components, where each component can often be put into production as soon as it is completed.

This white paper will deal with this second principle, Big to Little, by addressing the role of leadership, the role of the workforce, and the methods for sustaining the initiative in the long-term.
