Overview: Today, most servers are highly underutilized. While average utilization varies by customer and operating system, in the HP-UX environment, it is often around 30%. This paper published by Hewlett-Packard presents an approach for selecting services based on a coherent conceptual policy model and a service utility measure. The framework described in this paper is capable of capturing technical and application specific aspects of services and incorporates them into the decision making process. Author assist the user in establishing the utility measure from existing policies by attaching value function patterns to the individual attributes.
