Overview: IP Multicast is the most efficient way of distributing real-time content to a group of users with minimum delay. In this paper the authors propose a peer-to-peer network which serves as an overlay network over a set of Multicast Reflectors, each of which serves a multicast isolated network. The effects of such a P2P system on the network administrators is studied and edge routers of multicast isolated networks and shows that the parameters of the P2P system could be chosen such that the system approaches equilibrium.
