Overview: This paper proposes a dynamically extensible Community of Interest model running on Service-Oriented Architecture (SOA). A layered architecture has been used for the COI model. Each COI focuses on a specific area of applications or data, has deductive capabilities, filtering and classification rules for its specific data. Every COI group is implemented as a service using SOA, and thus the overall COI system is survivable of attacks or failures. Each service is specified using its ISC specifications. The objectives of agile C2 such as superior decision making, shared under-standing, dispersed command can be realized using the proposed model.
