January 2008-This paper, presents the availability modeling for the 3GPP R99 network architecture. The analytical availability modeling approach has been used. Analytical availability models can be broadly classified into two groups: non-state space (e.g. reliability block diagrams) and state-space models (e.g. Markov models). These models are briefly discussed. The reliability block diagram method is easier to use and has been applied to model the availability of the 3GPP R99 network architecture.

Two site-specific knowledge-based frequency allocation algorithms are introduced, and are shown to outperform all other published work. Site specific knowledge refers to the use of knowledge of the surrounding propagation environment, building layouts, the locations of APs and users, and the locations and electrical properties of physical objects.
