Overview: Spyware, as currently defined in the Spyware Discussion Paper, is too broad a classification to address the response to and risk of different types of software that potentially harm consumers and businesses. In addition, the term spyware is already commonly use in industry with a narrower definition. One solution to this is to break the definition up into two categories, malware and grayware. Malware are malicious programs created by criminals for purely criminal intent. Grayware, often also referred to as spyware, are applications usually created by a legal entity for commercial purposes.
