Overview: This paper reviews the economic issues that underlie the net neutrality debate. Net neutrality proponents claim that the evolution of the internet can be traced to the success of the so-called ’end-to-end’ principle and that regulation is required to enshrine that principle against changes by network operators. Those who opposed net neutrality regulation argued that the success of the internet arises from the absence of regulation and that free market competition, rather than regulation, should be allowed to foster the continued vitality of the internet.
