Overview: The scope for conflict between IPRs and standardization continues to increase, generating considerable uncertainty. The increasing prevalence of the conflict has brought into question how standardization efforts can better deal with the potential conflict, and it even has actualized calls to improve patent quality. The potential for conflict raises a set of challenges for policymakers, patent offices, standards development organizations, and business. This paper contributes to increasing awareness in these environments. It briefly surveyed the genesis of this conflict by first looking at the conceptual basis for conflict in terms of the innovation process.
