Overview: The federal government’s increased emphasis on securing its facilities and systems is the issuance of the Homeland Security Presidential Directive 12 (HSPD-12) in 2004. The directive specifically addresses potential problems with employees and contractors using insecure forms of identification to access government buildings and information systems.
