Overview: This paper published by Australian National University reviews the changing role of the regulatory state, and the evolution of a number of next generation policy instruments, intended to overcome, or at least to mitigate, the considerable problems associated with previous policy initiatives, and traditional forms of regulation in particular. The goal is, in the words of the USA EPA ""to adapt, improve and expand the diversity of environmental strategies"" and to address the circumstances not only of laggards but also of leaders.
