Joel Westphal is the Agency Records Officer for the Office of Personnel Management in Washington, D.C. He also serves on the National Archives Federal Records Council.  He previously worked at US Central Command, as the Chief, Records Management Section, where he served as the Executive Agent for the preservation of all Operation Iraqi Freedom and Operation Enduring Freedom records created by Central Command and the Joint Task Forces in Iraq and Afghanistan.
