Re: Partners' policy, I'm not sure what their reasoning is. If technically possible, it would be preferable to allow patients to segment sensitive and non-sensitive data for purposes of health information exchange. But I think your point about patients being "coerced" to give consent for exchange of future data is off base for two reasons: First, meaningful consent, under ONC guidelines, would allow patients to revoke their permission in the future. Second, if you don't allow future exchanges, the value of health IT for care coordination would be destroyed.
