As director, the 43-year-old Kelso will manage a department that consists of six divisions, 23 operational offices, 4,000 employees, and a budget that tops $500 million a year. The department oversees state E-commerce and telecom initiatives as well as the siting, acquisition, development, leasing, disposal, and management of state properties; architectural approval of local schools and other state-responsibility buildings; printing services; procurement of supplies needed by other state agencies; and maintenance of the vast fleet of state vehicles. The director serves on half a dozen state boards and commissions.
Kelso will receive an annual salary of $71,424. He has served as Davis' special adviser on IT and state CIO, a job he'll keep, since September. As CIO, he develops IT policy and coordinates collaborative IT use throughout the state.
