The drama continues in Massachusetts. Its previous CIO, Peter Quinn, quit amid controversy around the Open Document Format. Now, CIO Louis Gutierrez has resigned, citing a lack of IT funding. He, too, had been a champion of open standards and had been sounding the alarm over the lack of funding since August, when the Legislature rejected a bond issue that would pay for IT programs, including the move to ODF. He wrote in his letter of resignation, "I am presiding over the dismantling of an IT investment program--over a decade in the evolution--that the legislative leadership appears unwilling to salvage at this time."
