Thanks for the information. Furthermore, this article is quite good - the culture and related soft skills are essential part of any domain, especially during transformation. IT area is special - it's fast changing and needs strong adaptability from individuals. Everybody needs to have strong cultural awareness during this process.

Original pioneers of organizational culture
Edgar Schein, one of the pioneers of organizational culture and change, was the first to create the image of an iceberg showing the visible artifacts above the water line and assumptions, beliefs, and so on below. I would recommend Schein's work as a good place to begin understanding org. culture. Culture is complex, yes, but certainly understandable and something you can assess, align, and shape.

First, you are correct that this transcends IT.  It was not designed specifically for IT, it is just very applicable to the challenges that IT is facing as our world turns a bit.  In terms of the elements of culture that the Culture Map addresses, it focuses on seven archetypes that represent cultural attributes such as teamwork, conflict, order, entrepreneurial thinking, reason and systems thinking.  Each of these attributes represent both positive and potentially negative qualities.  The relative strength of each of these attributes within each organization - and within different parts of the organization - make up their "cultural fingerprint" and help people to understand why the organization behaves in certain ways and, if that isn't the desired behavior, how to shape it.  It is these deep rooted cultural markers that lay the foundation for all of the things that you are thinking about.  Make sense?

Example?
I'm struggling to get a handle on what you mean by culture in this context? Are you talking universal things like hard work, flexibilty of technical skills and focus on communication with the business? Or are you talking about creating environment types for continuous training, compensation methods and career advancement?

When I think culture, it is things like whether mgmt and shopfloor can work together. Is well intentioned failure tolerated or is CYA the way you play the game? This seems to transcend IT to me.
