Business understanding
Business understanding cannot be emphasized enough I have met so many that don't understand the business need and consequently waste time finding solutions that don't work. Understanding the need and the business infrastructure is critical to being successful and getting meaningful solutions implemented.

@Soozyg     I agree.   Most IT Managers are way too prideful to admit they need help.   The IT Managers are haunted by the prospect of being replaced and unfortunately many companies have fostered this fear, and often it is a valid concern.

Yes, but I wonder how many IT leaders actually admit that, or phrase it that way. I'm sure their statement to candidates is more like, "I can't get to everything so I need to delegate."

@Alison_Diana   Great point.   A good leader will recognize that they cannot possibly do everything or be the best at everything.

A team is necessary, and it is a wonderful thing to see a well crafted team in action !
