Look before you leap, Evanston
In the rush to put every conceivable government service online is the utter lack of discussion involving the security of sensitive consumer account numbers.  The City of Evanston would do well to send its IT team to CISSP training and get them certified, otherwise, this is just another breach waiting to happen.
