So the federal government loses tax revenue through job outsourcing, then pays again for the job training that helps the outsourcing to take place! Talk about the left hand not knowing what the right hand is doing. Maybe this JEEP program should mean Job Exodus Enabling Poverty.

The entire agency should be shut down. They've been paying American companies to move out of the country since the 70's.
