I can see that, gets back to the earlier discussion of what's maintenance versus dev. The greenfield distinction is the key. Thought provoking piece, Joe.

I've heard CIOs express the opposite of what you describe Joe -- that once it's clear an application is going to be "a key driver of new revenue, would have a lot of customers, and would be something that was expected to be improved and updated constantly for several years", that's when they decide they need the development talent in house. 

Vail Resorts CIO described this very scenario with its customer-facing EpicMix app: It started with outsourced web/mobile developers, but once the app was a hit, and they knew they'd want to add new features every year, they started hiring developers. And their approach to outsourcers changed -- they started bringing in the select expert talent they needed, and having them work on premises, in partnership with Vail staff.

Agreed re the big value, but that leaves me as an IT leader doing an awful lot of communicating and coordinating with the third party doing the dev, and I'm still not sure of the quality I'll get. We've all been through projects like this. It is just a different human dynamic when you are all on the same team working toward the same goal. Now let's hear from some readers.

Devs in the house
I think many of you are going to disagree with Joe on this one: "Get rid of the mindset that software is such a differentiator that you need to code in-house." If the software is key to your business success, and so much is right now, are you really going to get the same level of teamwork and dedication from a third party? That's a big amount of trust. Those third parties are about managing costs for profit.
