Re: Why the rush?
Although I would love for the UK to stay in the EU, I also don't like the idea of politicians taking the opinion of the people and then ignoring it. 

Then again, the British government has repeatedly ignored experts in the past, so this wouldn't be too surprising.

With regards to the tech industry, I see it being a little like the Snowden revelations in the U.S., the undercertainty and killed trust this leads to is going to see a lot of companies move to mainland Europe.

Why the rush?
The future of the UK is not clear yet. The Referendum was advisory only. It's in the hands of the Members of Parliament now to discuss about the consequences of leaving the EU, the economical benefits of remaining, and vote. Maybe it's a bit too soon to rush data centers elsewhere since it's not clear if the UK will effectively leave the EU, or not.
