Missing security, integrity, mainframe clouds & a citation

You offer some worthwhile points. You miss the number one issue - integrity. Most applications on a mainframe have single database and the data integrity is critical. Mainframes also provide extremely strong security. Where most systems require you to make them more secure, mainframes require you to turn on every access point.

I'm sure it is implied, but architecture is the real cuprit. Most mainframe applications are host based architecture and some are client/server based. In order to migrate to cloud, it is best to redesign the application to be based on cloud based architecture. You correctly use the TIME model to understand where to invest. Simply porting to cloud rarely provides the expected benefits unless some of the requirements like availability, security, integrity, or reliability were never there or have been significantly lessened over time.

There are mainframe clouds available today, so if the issue is just not wanting to host the mainframe, IBM offers several options for mainframe cloud. Often negotiating with the mainframe provider can provide benefits, too.

You also fail to cite your evaluation methodology - Gartner's TIME methodology for evaluating legacy applications. It is a good first pass filter. One should recognize when you stand on the shoulders of other's achievments.
