Very Good Post. I would add that while I agree with your Framework, you needed to include the next step in your framework after "stating the desired result". The difference between the desired result and the achievable result is the direct design, creation, and execution of the Change Management Program. In my opinion a Solution Mapping Process aligned to a Strategic Plan, must have an Execution component, which is wrapped by the Change Mgmt Program .
