I would suggest OMB relook the experience of DoD. In 1991, DoD consolidated over 300 different offices to 10 (or so) and directed all DoD monthly pay came from the Defense Finance and Accounting Services (DFAS) and not from the many OSD and Service offices by 'date x'. Before this, the Services had a long list of why it couldn't be done.

OMB's proposal to wait until a system is modernized is a mistake - Agencies will forever 'maintain' and not 'modernize'. But, if the Administration would convert the DFAS to a Federal Finance and Services agency, and (the most important step) establish a schedule of closure for the many Agency systems (which is the DoD experience), the Administration would get the efficiencies and savings sought.

OK we are trying to harden our data structures to withstand Cyber attacks and now all of a sudden you say connect all the baskets together?

A new angle to get to low hanging fruit. Are we rewarding the hackers now?

This is actually a great idea. As an ERP/CRM consultant, I can attest to the benefit and value of operating as a single entity with multiple subsidiaries. Cost wise, agencies will be able to save a tremendous amount of money in software costs as well as minimizing bad data which can be very costly.

Hopefully all agencies are on board with this attempt
