More than application control or filtering, keeping kids off social networks for as long as possible is a worthwhile effort.

Given that schools exist in a political environment, they also have to worry about appearances - and having the harassment perpetrated on school equipment would be worse from that standpoint.

Good point - a lot of bullying does take place outside of school hours. I think limiting in-school cyberbullying is a good start, though, given that most students have tech access throughout the school day. If done correctly, awareness campaigns could also potentially help limit bullying outside of school.

I'd think that blocking sites and applications from being accessed from school networks would be largely besides the point - doesn't most of this occur outside of school hours in the first place?

It's not a stretch to picture some parent suing a school district over monitoring and blocking little Susie's first amendment-protected right to call her teacher rude names.
