Oracle's argument is that integration is easier if it's all in the same cloud. What's more, many of these cloud services are built on the same middleware and can take of the same (Force.com-like) platform for development and Java service (a.k.a, the WebLogic application server as a service).
The other obvious example of pre-announce, re-announce at OOW13 is the Database 12c In-memory option, which won't be available until "some time in 2014," which certainly means it will be the big announcement at OOW14.

Isn't one of the reasons Workday has been successful is precisely because it's not a big deal to have HR apps mostly in their own cloud? Integration is a big challenge for cloud apps, and a suite (cloud or otherwise) appeals where integration is critical, but that doesn't necessarily = must have one cloud.

Unfortunately, it is not just Oracle playing this pre-announce, re-announce game. Just try to follow what "introduction" means to some smartphone makers these days. They "debut" products with no price or ship date.

In Oracle's case, 12 months is a long time to wait on a promise.
