I'm not sure what this has to do with open source? Almost every major vendor has free versions of some of their products and Microsoft has been building communities around their solutions for years, again; as do many others.

I have always felt a little bit open source is not enough. You need to be all open source to establish a project and form a community. But CA is making no claim to be just like open source here. That's my interpretation -- learning lessons from -- of what it's doing. Can a free download with a limited scope succeed In the market for commercial software?
