State and Local procurement issues mirror that of Federal in process and obstacles. The concern is how to do more with less funding and more automated technological capabilities. The good news is that government, the private sector, and media are putting procurement policy & process under a magnifying glass. Hoepefully lessons learned will help shape new paths.

It's often been said the hard part of technology change isn't the technology, it's the culture. Seems like we need to amend that to say, it's the procurement process.
