Data Center Delays
One of the factors that contributed to delays was the way data centers were defined, which required agencies to inventory facilities as minimal in size as a communications closet, and the fact that a variety of data centers were created by programs beyond the reach/full awareness of agency/dept. CIOs.  That made it hard for some CIO's to exercise the coordinate reinvestment that Otto was able to achieve at USPS.

Future federal IT budgets will only get tighter?
"Current IT budgets are hardly robust, future ones will be even tighter." There's a pessimistic forecast for IT in government agencies by Bob Otto, the former CIO of the U.S. Postal Service. Don't IT budgets, including those in the federal government, have some prospect of easing with a reviving economy?
