InformationWeek cover 2009: Why Windows Must Go Open Source
Perhaps Exec. VP Myerson Terry Myerson was reading InformationWeek in early 2009 when it predicted Microsoft would be pressed to invoke this option in a cover story, "Why Windows Must Go Open Source." The http://www.informationweek.com/software/operating-systems/why-windows-must-go-open-source/d/d-id/1076104?

It would have been a good move then. Now it may be too late.

Will that help?
I'm not seeing where the licensing fees are pricing the Windows phones and tablets out of the market.  Is the plan that manufacturers will have larger profit margins than they currently have on Windows phones?  This seems like a solution to a problem that not many people are complaining about.  I'm sure the manufacturers would appreciate it but is anyone clamoring for it?  Will a new batch of manufacturers start making Windows phones just because there is no licensing fee?  I guess I don't see that happening since they are doing just fine with Android and why would they shift their attention.  Microsoft needs more than a couple new phone models to catch up to iOS and Android.

Will Microsoft swallow its pride?
I'd say the main thing holding them back is the necessity of admitting they were wrong with past strategies.
