One of the reasons, could be that 8.1 breaks down things, like laptop keyboards.
Try search for "keyboard not working after windows 8.1 update" and you'll see what I mean. No wonder people are resisting the upgrade, and Win 8 all together.

Re: Resistance to Windows 8
We use remote desktop and VPN on all our Windows 8/8.1 devices. Are you confused and using an RT Surface tablet, not a Surface Pro or a Windows laptop or PC desktop? Check with a qualified IT tech and you will know.
So tell me why about half of the Win8 users upgraded to the FREE 8.1? Another wasted effort on Microsoft's part to sell what MS wants to make not what people want to buy.

Re: Resistance to Windows 8
I simply can't use 8.1 because my company does not allow the remote desktop connections I need to do my job past 8.0. 8.1 is purely for consumers given the maturity of many organizations to support the major change from 8.0 to 8.1. Calling it a "minor" release (IE only incrementing to x.1) is highly inappropriate given that 8.1 is really an entirely different OS from many standpoints inclusive of security.
Wow! Windows XP, despite the fact that it will soon be unusable, is growing faster than 8.1 and 8. The people have spoken - loudly, and the message isn't one that will please Microsoft. I wonder if, when systems all over the world that depend on XP computers start succumbing to malware, will Microsoft relent, or perhaps even be forced to relent?
