EDS took a unique approach to hiring the first chief technology officer in the company's history--it hired CIO Terry Milholland. Now, wearing both CTO and CIO hats, Milholland takes responsibility for technology implemented within the company's walls as well as technology developed and deployed to the service provider's customers.
As CTO, Milholland must not only devote his time to making sure EDS is using the right technology to achieve its goals internally, he must show the company's customers that it has an innovative spirit. "We were perceived as not being as innovative as we could be, or as innovative as we thought we were," Milholland says.
Although EDS has been in the technology-services business since the early 1960s, today's need to globally deploy rapidly changing technology such as online marketplaces and applications for increasingly mobile workforces led the company to create a CTO position. As CIO, Milholland's primary focus has been determining which technology EDS deploys to its employees. "Now I can use that thinking to decide which technology we offer our customers," he says.
In addition to running EDS's production environment as CIO, Milholland is responsible for the company's technology development as CTO, says Andy Efstathiou, a program manager with the Yankee Group. "Although this model is more common in smaller companies with smaller IT budgets, [Milholland's selection as CTO] means his production team can share their battle stories with the IT workers on the development side of the business," Efstathiou says. "He can manage both, as long as he keeps independent staffs for both production and development."
