A former president of the National Association of State CIOs, Valicenti was a leading national spokeswoman for state government IT, often testifying before Congress on topics such as interoperability, privacy, security, data integration, and the establishment of a federal CIO post. The Japanese government invited her to discuss the creation of a NASCIO-like organization in the Japan, and she hosted a number of provincial Japanese IT managers at last fall's NASCIO conference in Scottsdale, Ariz., where her fellow state CIOs honored her.
Valicenti was Kentucky's first CIO and helped create the governor's Office of Technology. Before that, she held managerial IT positions with Dow Corning Corp. and Amoco Corp.
