I agree with the fact that 60% day to day operations prevent IT from innovations.  It is important introduce a reward scheme in order to increase the hype for innovations.

Most of the new IT projects are based on business needs.  I also think the business should also need a slight understanding about the technology.

I also believe both CIO and CMO has to work closely in order to address this. Unclear business needs is a common complaint from CIO

It is always better to closely work with business in order to understand the business need and provide proper solution with the support of IT.
