Times have certainly changed
Explorer 1 and Vanguard 1 (the first two US satellites, for the historically challenged) put together woiuld have easily qualified as a cheapsat in volume and weight, and probably in non-inflation-adjusted dollars.  Same goes for Sputnik 1, though Sputnik 2 was MUCH larger.
