There is no reason for a cell phone, which is a wirelessly connected device, not to be able to report its position and deter its theft since by reporting its position, it becomes toxic to the thief.

iPhones and iPads have an app called "Find My iPhone" for that.

The FCC can just require that all cell device makers and all cell phone carriers provide a service like that one provided by "Find My iPhone" be a part of all cell phones below the level of any software and down in the hardware where the IPv6 device ID lives.

Even putting in a new SIM wouldn't make any difference. You'd just have put a SIM in a stolen phone.

This sounds like a smart way to deter theft, but the last sentence brings up a good point that will have to be addressed as well - the prospect of thieves messing with the device's unique identifiers.
