Should we take Ballmer at his word or should we think about what's best for Microsoft? If Microsoft can drive BYOD or Yammer-like viral adoption, it will have a useful model to force new Windows 2013/Wave 15 upgrades before the financial case might otherwise justify an upgrade. If Microsoft can figure out which features and capabilities make a new product viral, that is a valuable revenue accelerator. Yammer is about Office; it's not about SharePoint.
