Innovation at USPTO
While not everyone will see the latest patent reform actions as monumental changes to a cumbersome system, they do reflect a bit of innovation on the part of USPTO. That's also reflected in the high satisafaction scores the agencies' employees give USPTO as a one of the best places to work in the federal government. That score reflects many measures: how employees feel about their future, their bosses, and their own sense of being able to make a difference. The high rating suggests that indeed, USPTO employees are able to make a difference, and that's reflected to a modest degree here.
